Indian River State College Foundation, Inc. (IRSCF) has received an unsolicited developer proposal under the provisions of Section 255.065, Florida Statutes, Public-Private Partnerships, to design, 
build, finance, maintain, and operate (DBFMO) student housing on the Pruitt Campus of Indian River State College (Proposed Project).
Pursuant to Section 255.065, Florida Statutes, IRSCF is required to publish notice of acceptance of an unsolicited proposal and a desire to accept additional proposals from other suitable developers 
for student housing on the Pruitt Campus. Any interested parties are invited to submit a proposal consistent with the terms identified below and in line with Section 255.065, Florida Statutes.
The bidder(s) shall pay an application fee to IRSCF of $10,000 to cover the costs of processing, reviewing, and evaluating individual proposals. The proposal application fee is non-refundable and 
shall be delivered to IRSCF via certified check with the proposal. Submissions without the accompanying fee will be returned immediately without review or consideration. If extraordinary 
expenses associated with IRSCF’s preliminary evaluation are encountered, IRSCF may require additional fees from the proposer. IRSCF reserves the right to reject any or all proposals, and the 
IRSCF Board of Directors must authorize any final agreement for the Proposed Project. A general overview document is available at no charge; for questions or to request the overview document,
